Key Findings

Metfone comes top for Download Speed Experience

Metfone has knocked Smart Axiata off the top spot for Download Speed Experience. Our users on Metfone’s network have seen their speeds improve by a startling 3.6 Mbps (46.1%) since our last report, while their counterparts on Smart Axiata reported a more modest increase of 1.2 Mbps. As a result, Metfone overturned Smart Axiata’s lead of 1.2 Mbps and in our current data collection period commands a similar lead. While Smart Axiata was knocked back to second place, it will have to be careful to avoid dropping further, given the 2.4 Mbps increase in Cellcard’s Download Speed Experience score, which has placed it only 0.6 Mbps behind Smart Axiata’s.

Smart Axiata pulls level with Metfone on Upload Speed Experience

Our users saw a very different contest when we looked at average upload speeds. Remarkably, while Smart Axiata placed third for Upload Speed Experience in our previous report, this time round it has managed to statistically tie with the previous front-runner, Metfone. As a result both operators are joint winners for the Upload Speed Experience award. This change was driven by a 0.9 Mbps (17.5%) increase in the average upload speeds observed by our Smart Axiata users and a 0.3 Mbps drop in those observed by their Metfone counterparts. Meanwhile those seen by our Cellcard users have remained essentially unchanged since our last report.

Metfone forces a tie with Cellcard on Games Experience

Last time round Cellcard won our Games Experience award outright but this time it has been forced to share the top spot with Metfone. However, both operators are well ahead of Smart Axiata in this regard, with Games Experience scores that are 7.7-9 points (17.7-20.6%) higher.

Smart Axiata smashes through the 90% mark for 4G Availability

Smart Axiata has won our 4G Availability award for the sixth consecutive time. In addition, this is the first time that it — and by extension any Cambodian operator — has scored above 90% for this measure of the mobile experience. Smart Axiata’s score of 91% means that our users on its network spent a remarkable 91% of their time connected to 4G services. The operator’s score has risen by 2.5 percentage points since our last report and as second-placed Metfone’s score rose by 1.3 percentage points, Smart Axiata’s lead has risen from 2.8 to 4 percentage points. However, out of the three operators, Cellcard saw the largest improvement in its score. The operator saw its score rise by 3.2 percentage points to hit 79.3%.

Metfone and Cellcard have earned Acceptable ratings for Voice App Experience

Metfone has won our Voice App Experience award for the second time in a row after knocking Cellcard off the top spot back in our August 2020 report. However, both Metfone and second-placed Cellcard have reason to celebrate, as in our current data collection period the two operators have moved up a category for this measure of the mobile experience — from Poor (66-74) to Acceptable (74-80). All three operators’ scores rose by 4.5-5.4 points and Smart Axiata narrowly missed out on joining its rivals in the Acceptable category, as its score was short of the mark by less than half a point.

All three operators have made good progress on Video Experience

Metfone has won the Video Experience award outright for the second report in a row and our users on its network have seen the largest improvement in their Video Experience since our last report. Metfone’s score for this measure of the mobile experience rose by 7.8 points to hit 58.4 points, making it the only operator to place in the Good (55-65) category for Video Experience. However, Smart Axiata and Cellcard’s scores rose by 5 and 3.8 points, respectively and the two operators are just 0.5-2.2 points away from obtaining a Good rating.

Introduction

Despite this being our eighth report on Cambodia’s mobile network experience, it is full of firsts. For the first time, our users have seen average download speeds in the double-digits — thanks to Metfone and Smart Axiata’s Download Speed Experience scores rising by 3.6 Mbps (46.1%) and 2.4 Mbps (34.4%), respectively. In addition, Smart Axiata has become the first Cambodian operator to push past the 90% mark for 4G Availability — indicating the increasing maturity and pervasiveness of its 4G network.

While Cellcard has been forced to share the Games Experience award in this data collection period with Metfone, the operator continues to be very focused on catering to the needs of Cambodia’s mobile gamers, as seen by its decision to launch a data package called PlayGame Unlimited specifically for them. Meanwhile, Smart Axiata recently hosted an eSports tournament.

As of writing, the starting gun has yet to fire on Cambodia’s 5G rollout, with the operators awaiting the legal framework that will govern how they will deploy the new technology. Once 5G goes live in Cambodia we will use measurements from 5G devices in addition to those from 3G and 4G devices to calculate the overall mobile experience.

In this report, we've analyzed our data gathered in the 90 days ending 29 December to see how Cambodia’s three national operators — Cellcard, Metfone and Smart Axiata — measure up.

Opensignal measures the real-world experience of consumers on mobile networks in the places they live, work and travel.

We continually adapt our methodology to best represent the true experience of smartphone users. Therefore, comparisons of the results to past reports should be considered indicative only.

For every metric we calculate statistical confidence intervals indicated on our graphs. When confidence intervals overlap, our measured results are too close to declare a winner. In those cases, we show a statistical draw. For this reason, some metrics have multiple winners.

In our bar graphs we represent confidence intervals as boundaries on either sides of graph bars. In our supporting-metric charts we show confidence intervals as +/- numerical values.
