Key Findings

Upload Speed Experience was the only measure seeing a change in the leading position

In this report, we have seen only one change among the winners of our mobile experience awards compared to six months ago. Pelephone and Golan Telecom jointly won our Upload Speed Experience award with respective scores of 8.5 Mbps and 8.1 Mbps, while Pelephone was the sole winner in June 2020 when it scored 9 Mbps. Of the five mobile operators, Golan Telecom was the only one whose Upload Speed Experience score has improved in the last six months, while the other four operators all saw decreases ranging from 0.1 Mbps to 0.6 Mbps.

Partner and Pelephone shared our Video Experience award but Hot Mobile showed a massive increase

Partner and Pelephone once again share our Video Experience award as they did six months ago, this time scoring 64.7 points and 63.6 points, respectively — both in the Good (55-65) category. Cellcom and Golan Telecom also scored in the Good category with 59.5 points and 56.4 points, respectively. However, it was Hot Mobile that surprised us this time, as its score reached 53.3 points, up 19.3 points from our previous report, and it was not too far from joining the other operators in the Good video experience category. Our data suggests that Hot Mobile’s jump in Video Experience was the result of the operator easing its restrictions on higher-quality video content.

Hot Mobile and Partner remain deadlocked on Games Experience

Partner and Hot Mobile drew for our Games Experience award with scores of 59.7 and 58 respectively on a 0 to 100 point scale, while the other three operators followed behind with scores between 52.9 points and 55.5 points. All five Israeli operators have remained in the Poor Games Experience category (40-65).

Four out of five operators saw double-digit percentage increases in Download Speed Experience

Download Speed Experience was the only measure in which we observed all operators improve considerably. In the last six months, Pelephone saw the largest improvement of 2.8 Mbps, but that was not enough for the operator to break out of the tie with Partner. In fact, Pelephone and Partner again shared the first prize in Download Speed Experience with their respective scores of 19.2 Mbps and 17.9 Mbps. Interestingly, all operators except for Partner saw double-digit percentage increases in this metric, but Partner with its 8.6 percentage increase managed to keep its place on the front line.

Hot Mobile has increased its lead in 4G Availability

Hot Mobile won our 4G Availability award again, this time with a score of 84.6%. Hot Mobile also improved its lead on second-placed Partner, as that operator is now 4.6 percentage points behind, while in June 2020 only 2.9 percentage points separated Hot Mobile from Partner. All Israeli operators are now above the 70% threshold in 4G Availability, but Cellcom, Pelephone and Golan Telecom have still some way to go to reach the 80% mark.

Introduction

Our second report on the Israeli mobile market shows that there is a lot of competition for our mobile experience awards. Five of our awards — Video Experience, Games Experience, Voice App Experience, Download Speed Experience and now also Upload Speed Experience — resulted in a joint win between two or three operators, while the two clear wins — 4G Availability, 4G Coverage Experience — were achieved by Hot Mobile and Partner, respectively.

We observed a mixed bag of changes in the scores across the operators, with some of them showing improvements and others experiencing decreases. Most of these changes were small enough to not affect our award winners. Cellcom was again the only operator which did not win any of our awards, as was the case six months ago. However, as several operators have now launched commercial 5G services, we expect to see significant improvements to Israeli users’ mobile experience in the coming reports.

In this report, we’ve analyzed the mobile network experience on Israel’s five national operators’ networks — Cellcom, Golan Telecom, Hot Mobile, Partner and Pelephone — at the national level in the 90 days starting September 1, 2020. Cellcom completed the acquisition of rival Golan Telecom in late August 2020. Opensignal will report the two operators as one entity in a future report when the Golan Telecom brand has been retired. We have used 5G measurements in addition to those from previous generations of mobile network technology when determining the overall scores for each metric.
